It's sincere, in a sense. So, the Council went back in time to implant the drumbeat(introduced in Series 3) into the Master's head, knowing one day he would intensify the signal(through the Master Race, 7 billion Masters all across the world) enough for them to send him the White-Point Star. This physical link allowed the Council to establish a portal. Gallifrey begins to come through this portal, and its return will cause the Time Vortex to rupture and destroy all time. The Time Lords will then become beings of consciousness only.
At this point, the Doctor jumps in, shattered glass everywhere, epic scene, BTW. And he has a gun. So, he can't decide whether to kill the Master or the Council(Rassilon specifically) Finally, he turns to aim at the Master, then tells him to get out of the way. He does, and the Doctor shoots the White-Point Star, breaking the physical link and reversing the portal. Rassilon attempts to take the Doctor with them, but the Master takes his place, attempting to get revenge on Rassilon, for torturing him with the drumbeat. Gallifrey, the Master, and the Council go back to the last day of the Time War and all is well until the Doctor regenerates.
