I've always, or well, in the last year, been confused to why as Bill Kendall is suspect for The Chairman. Perhaps his voice is similar, though he is played by an entirely different actor. Someone on the AIO trivia page on FB keeps insisting the chairman is dr. Blackgaard and he survived the explosion since Jack Allen died . But they sound totally different and I am sure Regis is dead .
When Exit first aired , the chairman said its over .. for now . I wonder if they had plans at the time to bring the chairman back , but have not done so , or changed their minds .

Why can't the chairman just be the chairman and he's not actually a character we know of from AIO?

Because that would be boring. And yeah it does make sense that Dr. Marcus was the Chairman. It would certainly explain why Eugene was such a big deal in the saga.

The chairman is OBVIOUSLY Cryin' Bryan Dern. Obviously. He even likes Novacom. It all works
