So anyway, back on topic the issue being that during persecution such Councils, like the Council of Nicea that wrote the Necean Creed or the Council of Hippo that formalized the Biblical canon, would not have been possible. Obviously the Church will face times of persecution but that doesn't have to be the constant status of the Church.

I agree with that. I thought you were implying that persecution only injured and limited the Church.
