Well, the most popular one is likely to be el Carnaval de Gualeguaychú, which is all about music, costumes and fun. It's really fun to watch, even from the sidelines or TV.
There's also El Carnaval Carioca, which is the Brazilian mega party and it is so much fun. It's like a boosted Gualeguaychú one.
Other than that, there's music events and place-exclusive events. The city I used to love in would close the year with a giant fireworks display atop the mountains. Now, that was epic.

It's hard to explain... think of a mixture of traditional clothing and then far-out stuff, like giant colorful dresses and the like. Sounds messy, but comes together quite beautifully.
Yeah, and it would last for twenty minutes or so. I only attended a couple of those New Year events, sadly, but the memories will stick with me forever.
I like it a lot because they would close the mountain roads days before, while they were setting them up, so as to not spoil the surprise. Little details go a long way.

Trust me, it was something else. They'd go the whole nine yards, too... even closing all paths leading to the castle, which was the spot from where all fireworks were launched and one of the most popular landmarks, so you can see they cared.
The pick axe. I want to be able to feel the life getting squeezed out of it. Guns are too noisy, and way too impersonal.
