I know a bit about it. Basically, it's the same as regular copyright, you own it as soon as you create it, registered or not. For more info, you can look at this link. According to US law, you may record a cover for personal use. But if you want to publish it, you need to get a license from a mechanical licensing agency and pay the appropriate royalties.
