Wooton and Penny can get together; I just want them to be developed as actual characters and for them to have a good, strong relationship with each other as friends before they start in on the romance.

Yes. Definitely. Which does seem what they're doing. In the newest eps, when they go to Comic-Connellsville, they are so cute together. :)

They had such great potential to be good on their own. I know people talk about Victoria a lot, but the problem is that Wooton and Victoria were a bit too similar; Wooton and Penny are just different enough to potentially work, but only if they develop on their own as people. I really wish we could have back the Wooton of "Tuesdays With Wooton", "The Highest Stakes", and "Rights, Wrongs, and Winners"; he was still goofy, but mature in his faith and a good mentor. (Though fortunately, "Life Expectancy" seems to have fixed this somewhat.)

This statement reminded me of a glaring difference in The Ties That Bind, Part 1 between Wooton and Penny. Though in Album 53 when they first meet, they are both extremely enthusiastic about the animation of a specific cartoonist, Penny was significantly less enthralled to be at the Comic-Connellsville, while Wooton was still in a state of bliss.
