Not old enough. One thing you need to understand about time in Odyssey is that Connie can celebrate as many Christmas holidays as she wants, but she kind of skips her birthday every year. Connie graduated at 18, celebrated a few more Christmases, and eventually almost married Mitch... at probably age 18. But Christmas was nice. She'd be the first one to tell you. Connie loves Christmas in Odyssey, especially when she gets to celebrate them instead of her birthday every year.

I imagine that Connie is in her 20's at this point, but that has yet to be mentioned.
